While the festivals above have large elements that have always been free to attend and watch, these include activities and/or events charged for and requiring booking.

Film “festivals” which feature Japanese films include Raindance, London East Asian Film Festival as well as the main London BFI event.
The Japan Foundation film programme each year has showings across , London and UK). It also has had bookable free showings of Japanese films in the summer.
Free? Try the Japanese Embassy, film showings, but usually I don't get in!
The Korean Cultural Centre also shows free films monthly often with relevance to Japanese interests or history.
